Download and install:

QEMU
UTM UI for QEMU https://github.com/utmapp/UTM
Ubuntu arm64 Server 20.04 iso file

Prepare Host Network (MacOS):

Create Thunderbolt bridge (Settings->Network)
Turn on Internet sharing for this new interface (Settings->Sharing->Internet Sharing)

VM:

install Ubuntu from UTM
VM networking should use bridge en0
