These steps worked for me on Ubuntu 18.4 (note I had to install the
pkg-configpackage):sudo apt install -y autoconf automake build-essential python-dev libtool libssl-dev pkg-config cd /tmp git clone https://github.com/facebook/watchman.git cd watchman/ git checkout v4.9.0 ./autogen.sh ./configure make sudo make install

./configure --without-python  --without-pcre --enable-lenient
did the trick on 19.04
I updated the script with all the comments mentioned here, ie. pkg-config and --enable-lenient
Another way more easiest is sudo apt install watchman
