You may wish to hardcode some/all of the configuration:

  backend "s3" {
    bucket         = "my-bucket"
    key            = "terraform/terraform.tfstate"
    region         = "us-east-1"
    dynamodb_table = "my-tf-state"
    encrypt        = true
  }
}
