Steps to Configure Heroku Static

Add Buildpacks

We need to add two buildpacks.

heroku-community/nginx replaces the deprecated heroku-community/static and allows us to configure NGINX to redirect all traffic to dist/spa/index.html (see NGINX Configuration).
